Install Photoshop Minecraft Resource Pack

Open Minecraft and click on Installations
Shows you the version you are using
Make sure you use a Resource Pack that matches the version of Minecraft that you are using

Click on Play 
Then click on Options
Then click on Resources Packs
Then click on Open Resource Pack Folder

Copy your new Resource Pack to this folder

Click Done
Click Done on next screen

Click on Options
Click on Resource Packs
You will  see your installed resource packs
Put the mouse over the icon and you will see arrows letting you move the Resource packs between Available and Selected, and up and down in the Selected menu
The top resource pack in Selected Resource Packs is the currently active one.
You can change resource packs during play by going back to Options/Resource Packs and selecteing a new pack

Click Done, then Done again, and then load Minecraft
